The Free plan is more generous than most e-signature free tiers: 60 documents a year, which is five a month, with extra documents at $3 each. What the pricing page does not tell you is how many documents Starter and Business include, even though it prices what happens when you exceed them.

Free

For a solo consultant sending a handful of contracts a month, the free plan is a working product rather than a demo. Legally binding e-signatures are included.

Starter

Annual billing nearly halves the price here, from $35 to $19. That is a 46% gap, the widest on the page.

Business

$49 per seat per month billed annually, or $65 monthly. Built around sales proposals and integrated agreement workflows, which in practice means CRM integration, approval workflows and content locking.

Business is where PandaDoc stops being an e-signature tool and starts being a proposal system. It is also where the sales team gets involved: the Business card links to a demo request rather than a self-serve signup.

Enterprise

Quoted individually. PandaDoc also offers a document-based pricing package with unlimited seats, where you pay per document created rather than per user. That option is only available through sales, and it is the right shape for a business with many occasional senders rather than a few heavy ones.

Unused documents do not roll over between periods. Annual plans let you use the full yearly allocation at any point in the year, which is the one real flexibility in the system.

What the pricing page glosses over

The document limits are not published. The FAQ explains what happens when you reach your limit and prices the overage on three different billing combinations, but no plan card states the allowance. You can find out what an extra document costs before you can find out how many you get.

Business Annual has no listed overage rate. The three published rates cover Starter Monthly, Starter Annual and Business Monthly. Business Annual is absent from the list.

Templates and drafts do not count, but shared documents might not either. PandaDoc counts a document as sent when it is delivered to recipients for signature, approval or review. Templates, drafts and internally shared documents are excluded, which is a fair definition and worth confirming against how your team actually works.

Nothing rolls over. Each month or year starts fresh. A quiet quarter does not bank documents for a busy one.

Per-document pricing is the unlisted alternative. If your problem is 40 people who each send two contracts a month, the per-seat model is the wrong shape and the document-based package is the one to ask about. It is mentioned once, at the top of the page, with a link to sales.

Is PandaDoc free?

When PandaDoc isn’t the whole answer

PandaDoc is a good document product and the free tier is unusually usable. If you send proposals for a living, Business earns its price.

The part it leaves alone is the chasing. The proposal that has been viewed twice and not signed. The client who replies to the signature request with a question about clause four. The renewal that needs a call booked before the quarter closes. PandaDoc will tell you the document was opened. Somebody still has to write the follow-up.
